Application Requirements
Driver’s License Applicants will receive a medical form and an application form. The medical form section of the application is required, and must be filled out by a licensed physician. The application form is valid for one (1) year. Driver’s License Applicants under eighteen (18) years of age, must have a consent form completed and notarized by a parent or legal guardian.
Photograph Requirements
Two color photographs (2 × 2) are {required| to be turned in with the application. The applicant must attach the photograph to the medical application form and as well as the learner’s permit.
Identity Verification Requirements
Virgin Islands Driver License Applicants must bring at least one of the following:
- Birth certificate.
- Valid U.S. Passport.
- Naturalization Certificate.
- Valid Citizenship Certificate.
- Valid Permanent Resident Card.
- Authorized Employment Card issued by DHS
- Foreign passport with a U.S. visa affixed by an approved I-94 Form.
- Consular Report of Proven Birth Abroad issued by the U.S. Department of State.
- Valid US Military Member Card
Confirmation of Date of Birth
Date of birth is required to be shown by the applicants social security card. Alternative methods of proving the applicant’s social security card may be substituted with one of these forms below.
- SSN W-2 Form
- SSA 1099 Form
- Non SSA-1099
- DD Form 214
- Any Government document with the applicant’s name and SSN.
Written Exam Section
Virgin Islands written tests are permitted by appointment only. Walk-in appointments are only permitted when approved by the Supervisor, and after having paid the application fees. Applicants taking the written exam are required to present their medical form and application prior to taking the written exam.
Learner’s Permit
A learner’s permit is issued after having passed the written exam and paying the applicable fee. Learner’s permits are valid for six (6) months. Parent(s) or legal guardian(s) for underage applicants must sign the learner’s permits at the BMV with proper documentation.
Driving Examination
All driving examinations must be scheduled for an appointment prior to taking the driving examination. Applicants may take the driving examination when they have successfully passed the written exam and paid their application fees. Applicants are required to show their completed medical form/application, and learner’s permit, when scheduling an appointment at the BMV.
Applicants under 18 years of age are not granted driver licenses to operate a motor vehicle. Motor vehicle owners are only permitted to allow minors that are 16 years or older, to operate a motor vehicle under these conditions below:
1. Learner’s Permit holders that are at least 16 years of age or older.
2. Licenses may be granted to applicants that are 16 years or older to operate motor scooters, mopeds or motor bicycles. Specifications of these vehicles must not exceed 300 lbs and its powered motor cannot have more than 50 cc.
3. Licenses may be given to applicants that are 16 years of age or older, under the condition that they have completed an approved Driver Education Course.
